In Astana, during ICAO Aviation Security Week on 20 October 2026, Talgat Lastayev and Jaime Binder met to discuss cooperation and further work on a memorandum between the Eurasian Civil Aviation Conference (EACAC) and the Latin American Civil Aviation Commission (LACAC). Kazakhstan's Ministry of Transport reported it on 21 October 2026.
The organisations
EACAC (the Eurasian Civil Aviation Conference) was created in November 2024 at its first meeting in Almaty as a regional organisation to coordinate aviation authorities. Its members are Armenia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan; Mongolia attended as an observer. Talgat Lastayev was named Secretary General in November 2024, and Tahir Nazarov, director general of Uzbekistan's Civil Aviation Agency, president. The organisation's aims are to represent the region's interests internationally, work with ICAO, the European Commission and IATA, and exchange experience on flight safety, aviation security, sustainable development and staff training.
What was discussed
The sides discussed cooperation between regional organisations and work on a memorandum. The text, signing dates and specific areas of cooperation have not been named.
What has not been announced
The memorandum has not been signed on the available information. New air routes between the regions have not been announced, and the parties' obligations and timelines have not been named. The Eurasian Conference should not be confused with Europe's ECAC.
Our assessment: the meeting shows an attempt by Central Asia to build ties with regional aviation organisations on other continents, but there are no commercial consequences yet. This is flycentralasia's conclusion, not a statement by Kazakhstan's Ministry of Transport or LACAC.
What businesses can do. Consultants and training centres can watch for possible exchange programmes between regions. Airlines and airports should not count on new routes to Latin America on the basis of this meeting.
