Kyrgyzstan adopts German EMPIC system for flight safety oversight

Kyrgyzstan's State Civil Aviation Agency (GACA) will implement a software system from Germany's EMPIC GmbH to manage flight safety oversight. The contract was signed following successful testing of the system, the agency said.

User acceptance testing took place at the agency on 2 September 2026. Following its results, GACA director Daniyar Bostonov and EMPIC GmbH CEO Jörg Kottenbrink signed the contract and accompanying documentation on 3 September.

The rollout is part of the "Third Phase of the Central Asia Regional Links Program" (CARs-3), implemented with financial support from the World Bank. EMPIC GmbH was selected as the software provider following a procurement process.

EMPIC specializes in developing digital solutions for aviation regulatory authorities. The system will automate certification and oversight processes, consolidate aviation authority data into a single database, streamline inspectors' work, and reduce paper-based document flow.

GACA described the project as an important step in the continued digitalization of Kyrgyzstan's civil aviation safety oversight system.
