Kyrgyzstan and Boeing discuss possible aircraft deliveries and financing involving US EXIM Bank

Kyrgyzstan's Foreign Minister Zheenbek Kulubaev on 19 October 2026 met Boeing Vice President for International Operations and Policy Mike Schnabel in Samarkand, on the sidelines of the Central Asia–US (C5+1) ministerial meeting. The meeting was reported by the press service of Kyrgyzstan's Ministry of Foreign Affairs.

According to the ministry, the sides discussed possible deliveries of Boeing aircraft to Kyrgyz airlines, competitive commercial offers, financing terms with possible participation of the US Export-Import Bank (EXIM Bank), and the development of maintenance and aviation infrastructure.

These are talks, not a contract. Aircraft models and quantities, airlines, the amount, timing and financing scheme have not been named. It is not stated whether an application has been submitted to EXIM Bank, what maintenance and infrastructure were meant, or whether any documents were signed. There is no confirmation of the meeting from Boeing yet.

Earlier, on 7 October 2026, Prime Minister Adylbek Kasymaliev said Kyrgyzstan is considering buying four more aircraft: two medium-haul and two turboprops, with models not named. It is not stated whether the discussion with Boeing is related to those aircraft.

Our assessment: the mention of EXIM Bank shows that US export credit is among the financing options being discussed for the fleet. Lessors and financial institutions should watch for models and carriers to be specified, and maintenance companies for which projects are named. For now this is a discussion of possibilities. This is flycentralasia's conclusion, not a statement by Kyrgyzstan's Ministry of Foreign Affairs or Boeing.
