On 15 October 2026, representatives of Kyrgyzstan's State Civil Aviation Agency (GAGA) met representatives of the Japan International Cooperation Agency (JICA). The agency itself reported the meeting.
The sides discussed implementing a project to train air traffic control instructors. Vectoring and aircraft speed control were named among the training topics. Separately, they discussed training specialists to design flight procedures under ICAO PANS-OPS (Procedures for Air Navigation Services, Aircraft Operations).
According to GAGA, participants covered the key aspects of the project, the organisation of the training process, upskilling of aviation specialists, mastering international standards and flight procedure design methods. The sides defined the next stages of practical implementation, but the stages are not specified.
The project's budget, timeline, number of trainees and training location have not been named. It is also not stated which organisations other than GAGA and JICA take part.
Our assessment: PANS-OPS governs how approach and departure procedures are designed, so such specialists are needed when new and upgraded facilities come into service, including the Osh terminal and the Jalal-Abad airport now under construction. For training centres and companies working with flight procedures, this is a signal of demand for training in Kyrgyzstan. For now it is a discussion of a project, not the launch of training. This is flycentralasia's conclusion, not a statement by GAGA or JICA.
