Kyrgyzstan's State Civil Aviation Agency (GACA) is proposing to lift the moratorium on registering new airlines and issuing them operator certificates. The agency has drafted a presidential decree and put it out for public consultation.
The moratorium was introduced by a presidential decree dated 4 November 2024 (No. 315), which barred registration and certification of newly established airlines pending a separate presidential decision.
GACA says the ban can be lifted because the measures envisioned under the decree have been completed and its original objectives achieved. The agency notes that ongoing oversight of airlines is now conducted continuously through a risk-based approach — new carriers will be monitored through existing certification and oversight mechanisms rather than a standalone moratorium.
If adopted, the decree would take effect 10 days after official publication. Implementation would not require additional spending from the state budget.
The proposed lift comes amid broader regulatory activity at GACA in 2026 — earlier this month the agency signed a contract with Germany's EMPIC GmbH to implement a flight safety oversight system and opened public consultation on updated aeronautical chart rules (APKR-4).
