L&T begins initial work on the new Tashkent airport after receiving a Limited Notice to Proceed

Indian engineering company Larsen & Toubro (L&T) announced on 19 October 2026 that it has received a Limited Notice to Proceed (LNTP) from the public-private partnership consortium developing the New Tashkent International Airport in Uzbekistan. The notice was issued after the previously awarded EPC contract for the passenger terminal and landside infrastructure was executed.

What begins now

Under the limited notice, the company has started initial engineering, detailed design, planning, procurement preparation and other pre-construction activities. Construction on site has not yet started.

L&T's scope

The company's scope covers the passenger terminal and landside infrastructure: site grading, roads, structural works, architectural finishes, MEP services, utilities and advanced airport systems. The terminal and landside facilities are planned for about 17 million passengers a year.

Next stages

After the pre-construction stage, the consortium is expected to issue the full Notice to Proceed (NTP). It is expected once agreed contractual conditions precedent are met. Construction on site starts after that. Dates for the full NTP, construction start and completion have not been given.

L&T classified the contract as "ultra-mega" (above INR 15,000 crore, or more than INR 150 billion); the exact amount was not disclosed. L&T Senior Vice President Sthaladipti Saha called the project a significant milestone in L&T's global infrastructure EPC portfolio.

What has not been announced

The consortium's name, the EPC contract signing date, the exact value, the schedule and the content of the conditions for the full notice were not named in the release. We found no confirmation from the consortium or Uzbek authorities in the materials we checked.

Our assessment: "start of work" in the release means design and procurement, not construction. The actual start on site will depend on the full notice and fulfilment of contractual conditions. This is flycentralasia's conclusion, not a statement by L&T or the consortium.

What businesses can do. Airport systems suppliers, designers and subcontractors can follow the procurement stage at L&T: preparation of procurement is already under way. Investors and banks can track the issuance of the full notice as an indicator of financial close. Airlines and airport operators in the region can bear in mind that the new airport will not open soon.
