Namangan has completed construction of a new Air Traffic Control Center with a dispatch tower. The official opening ceremony took place on 30 August.
The center's construction falls under Presidential Decree No. UP-193, signed by Uzbekistan's president on 27 October 2025, which sets out a program for the comprehensive modernization of the country's air navigation system. The decree instructs the Ministry of Economy and Finance, together with the Ministry of Transport, to allocate 250 billion soums annually from the state budget for 2026–2028, funding upgrades to radar, radio navigation and communications equipment, automated air traffic control systems, and the implementation of performance-based navigation (PBN) in line with ICAO standards.
Alongside the opening of the ATC center, Namangan Airport itself is undergoing reconstruction. According to Uzbekistan Airports chairman Javlonbek Umarhodjaev, the number of aircraft parking stands will increase from seven to fourteen, while the new passenger terminal's capacity will rise from 400 to 1,200 passengers per hour — three times current levels. Transport Minister Ilhom Makhkamov has said all work, from air traffic management to passenger services, is being carried out to international standards. The reconstruction is expected to be completed by spring 2026, after which management of the airport is planned to pass to an international operator.
The added parking stands and terminal capacity create physical room for new frequencies and routes out of Namangan, while the planned handover to an international operator could reshape the airport's commercial model.
