"Bir Yol": Uzbekistan proposes a single platform for air, rail and bus tickets from 2028

Uzbekistan has drafted a strategy for the comprehensive development of domestic passenger transport to 2030. The document has been posted on the portal for public discussion of draft regulations; according to media reports, discussion runs until 11 November 2026. The draft proposes a single digital platform, "Bir Yol" ("One Way"), uniting air, rail, bus and urban passenger transport.

What is proposed

Passengers would be able to see routes, schedules, fares and seat availability, plan door-to-door trips, and buy e-tickets and transfer services in one order with one payment. Today tickets are sold on separate platforms: Uzbekistan Airways, Uzbekistan Railways and Avtoticket.

For aviation the draft names a through e-ticket for connecting flights with check-in to the final destination, baggage delivered without being collected and re-checked at the intermediate airport, and connections of domestic flights via Tashkent. Bus timetables would be coordinated with train and flight schedules. The Ministry of Transport and the Ministry of Digital Technologies are to work with Uzbekistan Railways, Uzbekistan Airports and airlines.

Timeline

A pilot is proposed from 1 July 2027 on the route Tashkent airport – Urgench airport – Khiva railway station. Full launch of the platform is proposed from 1 January 2028. The share of passengers using the unified e-ticket platform is to reach 10% in 2028, 15% in 2029 and 25% in 2030. Discounts of at least 20% on e-tickets are proposed for 2027–2029, with a full switch to cashless fare payment on these routes from 1 January 2030.

For air transport the draft gives a target of 2.5 million trips in 2030.

What has not been announced

The platform operator, contractor, budget and funding source are not named. It is not disclosed whether a combined trip will have one fare or each leg will be paid separately, who is responsible for the passenger if a connection is missed, and whether through baggage applies to train and bus. The base from which growth to 2.5 million is calculated, and interim aviation targets, are not given in available publications.

Our assessment: this is a draft document, not a decision. Joint payment does not mean a single fare or shared carrier liability, and these conditions will determine the platform's value for airlines. The rail link to Urgench airport is already in operation, so the pilot on this route relies on existing infrastructure. This is flycentralasia's conclusion, not a statement by the Ministry of Transport.

What businesses can do. Airlines and tour operators should study the draft before 11 November and submit comments on fares, connections and liability for missed transfers. IT integrators and agencies can prepare proposals for booking-system integration, but no procurement has been announced.
